This person goes into long depth discussions with you and shows eagerness for the work but only at the last for no reason to basically ghost you and ignore you. Not impressed. If you not interested have the basic courtesy to say it and move on, but to lead people on is just not acceptable.

Hello Wayne. I stopped replying to your messages as you did nothing but spam me. Which is incredibly unprofessional and not something I look for at all in an employer. I had informed you that I was otherwise occupied when you started spamming me, yet you continued to do so. Not only is this unprofessional but it is also quite intimidating. Perhaps you should work on your communication skills in future.
